Mr. Jean Marie ALTEMA is an Engineer in Computer Science who graduated from the Institute University Quisqueya-America with the support of the University of Quebec in Montreal. He holds a specialization in Internet Governance, a Certificate in Cyber Security, Diplomas in Telecommunication Regulation in Texas and Washington, DC, USA, in Goals and Impact of Telecommunication Regulation. In addition to his proven skills in Geo-Spatial Information and Management and Leadership, Mr. ALTEMA has actively participated in the organization of various Fora and delivered numerous lectures both in Haiti and abroad. He also served as Deputy Director-General of Conseil National des Télécommunications (CONATEL) then as Director General from December 2014 to May 2017. From March 2012 to October 2014, he oversees and coordinates the E-Governance Unit in the Prime Minister’s Office, and simultaneously plays the role of Technology Advisor to the Prime Minister. He worked in the Information and Technology Departement (DIT) of a private bank in Haiti for almost ten years and was a Senior Consultant in Information Technologies to non-governmental organizations and private companies in Haiti.

Passionate and determined to take advantage of the extraordinary potential of information and communication technologies (ICT), he travelled to South Korea to attend the ICT Expert Training program and has participated in many meetings of the Internet Corporation for Assigned Names and Numbers (ICANN) in Buenos Aires (Argentina), Cartagena (Colombia), Dakar (Senegal) and Brussels (Belgium). He presented a conference in June 2012 organized by Sovereign Challenge United States Special Operations Command (USSOCOM) in San Diego, California (USA). In December 2011, he attended the GovTech USA Technology Conference on Cyber Security – Cloud Computing – Information Sharing – Identity, Control and Access Management Government Technology Research in Pennsylvania, USA.

In its concern to harmonize policies related to the development of the telecommunications sector in Haiti, the engineer ALTEMA has resolutely committed himself to the reform of the sector. The importance of the new information technologies and of the global information society creates a new cult based on the valorization and veneration of the object which is only the vector of a wider cult, the one Information. Accordingly, he has published numerous articles among which we can quote:
