Gérard Vaugues

Vice President of Business & Group Development at Capital One Bank, S.A.

Gerard is an economist and entrepreneur.  He enjoys over 20 years of experience in senior level management positions, strategic management, monetary policy, banking and finance.  He is an active advocate of ideas and projects promoting the economic development of Haiti and furthering the public good in the community.  He regularly intervenes in Haitian and International medias, on issues related to the Haitian economy and the banking system.   He has been a member of the Presidential Council for economic growth and investment.  He has led several important projects both in the public and private sectors.  At the Central Bank of Haiti, Gerard led, with KPMG international, the reengineering of all the business processes of the bank.  He has also been a pioneer in the establishment efforts of the first national credit bureau, and actually sits on the steering committee of this project sponsored by the Central Bank.   He currently sits on the Board of Capital Bank S.A., (www.capitalbankhaiti.com) the 3rd largest private commercial bank in Haiti, and acts as VP of Business & Group Development.  He also sits on the Board of Port Lafito S.A. representing Capital Bank’s interest.  He has led various projects such as the launching of the credit cards business for Capital Bank in partnership with VISA international, the launching of remittances business between Capital Bank and Western Union, and the management of different assistance programs with IADB and USAID.  Gerard holds business interests in different sectors like banking, real estate and fashion.  He has senior level expertise in both private and public sectors in Haiti, mostly in the financial and banking systems. He has led several successful projects in these sectors with assistance of international institutions like IADB, World Bank, IFC, and USAID. Gerard holds a Masters Degree in Public Administration from the Harvard Kennedy School (HKS) with a concentration in Economics, and in Public Policy as a Mason Fellow. He also has a Masters degree from Quebec University of Montreal (UQAM) with a concentration in management information systems, and a Bachelor in Management with a concentration in Accounting from the Management School of the Université d’État d’Haiti (Inaghei).  Gerard is married, he is a father of two and lives in Haiti.
