Senior Program Manager at Management Systems International (MSI)

Nathalie Liautaud is an International Development specialist with 18 years of experience managing development programs, and engaging partners in the Caribbean and Latin America, building public /private partnerships, and focusing on regional economic development. She is currently a Senior Program Manager at Management Systems International (MSI), a US contractor based in Arlington, Va. Previously the Senior Program Advisor at the Pan American Development Foundation (PADF), Ms. Liautaud worked on external relations and resource development opportunities for the Caribbean, moving from her tenure as Manager for Diaspora and Investment Outreach for the Leveraging Effective Application of Direct Investments (LEAD) a USAID-funded project supporting investment opportunities and small and medium enterprise development in Haiti, through increased involvement of the Haitian Diaspora in Haiti’s development.  Ms. Liautaud was previously the Senior Program Manager for the Caribbean and Mexico for the Institution.

Prior to joining PADF, Ms. Liautaud was Program Director at Caribbean Central American Action (C-CAA), focusing on maritime and port security issues , working with the National Port Authority in Haiti, to improve the capacity of the port authority to be compliant with international maritime security rules and best practices.  Ms. Liautaud worked in Haiti for several years as Chief of Party for the Centre pour la Libre Entreprise et la Democratie (CLED)’s media and civil society outreach policy and discussion program focusing on raising awareness on competitiveness issues, and served as Technical Advisor at the Associations des Industries d’Haiti (ADIH), focusing on labor issues.

Ms. Liautaud completed the Joint Master Program in Communications at the University of Texas, Austin, receiving a Master of Arts in Latin American Studies from the Institute of Latin American Studies (ILAS) and a Master of Arts in International Communications from the College of Communications. Ms. Liautaud graduated as a Senior Fellow at the College of Communications, with a Bachelor of Science in Radio-Television and Film, also from the University of Texas at Austin.  Ms. Liautaud is Haitian American-Mexican, grew up in Haiti, and is fluent in French, English, Spanish and Haitian Creole, and conversant in Portuguese.
