Thamar E. Harrigan

Former Special Advisor to the Ambassador of the Republic of Haiti in Washington, DC.

Thamar E. Harrigan is a presidential appointee currently serving as Advisor for Intergovernmental Relations in the Office of Congressional and Intergovernmental Relations at the U.S. Department of Housing and Urban Development.

Prior to joining the Obama Administration, she served as Special Advisor to the Ambassador of the Republic of Haiti at the Embassy in Washington, DC. During her tenure at the Embassy, she assisted in facilitating the country’s bilateral strategy to optimize alignment of policy goals and government objectives. Ms. Harrigan also provided guidance and policy recommendations for congressional engagement, economic/trade Issues, and regional matters.

Ms. Harrigan has a Master’s of Law (LL.M) in International Business from the National University of Singapore in conjunction with East China University of Political Science and Law. She obtained her Juris Doctor (JD) from St. Thomas University in Miami, FL. She also earned two Bachelor’s Degrees in History (BA) and Public Relations (BS) from the University of Florida in Gainesville, FL.
