Charles Castel is Governor of the Central Bank of Haiti since September 2007. Before occupying this position, he held several executive positions over the course of his 22-year career at the institution, including Managing Director, Director of Banking Supervision, General Counsel and Adviser to the Governor.
As the first Executive Director of the Commission for the Modernization of Public Enterprises (CMEP), he actively participated in the privatization of the State-owned national flour mill and cement plant in 1997-98. Before joining the Central Bank, he has worked for several private and public entities, among them Sogebank (Haiti’s largest commercial bank), the national power company, the Ministry of Commerce and Industry. He has also taught Economics and Finance at the State University of Haiti as an adjunct faculty member.
Mr. Castel has published several articles in the Journal of the Haitian Association of Economists and the Journal of the Central Bank’s Legal Department.
Charles Castel holds a Bachelor in Business Administration and a Bachelor of Laws from the State University of Haiti, a Master’s in International and Financial Economics from the State University of New York at Albany, and a Master of Laws from the Law School of Columbia University in New York City. He was the recipient of a Fulbright Scholarship in 1989. He is a member of the Port-au-Prince Bar and a member of the Haitian Association of Economists.
