Mr. Elmera is a senior International Issue Specialist at the U.S. Department of Treasury. Specialize in complex international tax issues such as transfer pricing, tax shelters, tax treaties, International mergers, acquisitions, and reorganizations, tax planning and many other areas. Mr. Elmera often works with the senior levels of corporate tax departments and/or their representatives. As a senior International Issue specialist, his responsibilities include international aspects of field examination, which contain difficult and complex legal, financial, or valuation issues of major proportions. In addition, he applies expert knowledge of the Internal Revenue Code, rulings, court decisions, and agency policies, regulation to determine the correct tax liability. Serve as a mentor to develop less experience Agents, monitor progress and conducting training.
Worked bilateral advance pricing agreements to ensure compliance of cross border transactions as well as inbound and outbound transfer of intangible assets as a result of acquisitions.
Previously, Mr. Elmera worked as a Tax Associate at PriceWaterHouseCoopers. His primary responsibilities were tax consulting, tax compliance, prepared provision for income taxes for fortune 500 companies and tax planning services for public companies and owners of private companies.
Mr. Elmera is a founding member of the National Alliance for the Advancement of Haitian Professionals (NAAHP). He received his B.S. in Business Management with a minor in Philosophy from Kean University and later earned a dual master degree in Accountancy and an MBA with a concentration in Finance from Saint Peter’s University.
