Michelle Tulloch-Neil

Global Jamaica Diaspora Council representative for the Northeast USA

Michelle Tulloch-Neil is the Global Jamaica Diaspora Council representative for the Northeast USA.

Ms. Neil began her career in 2003 as a Victim/Witness Coordinator in the Juvenile Court Unit of the Philadelphia District Attorney’s Office. In her twenty years with the office, Ms. Neil has supervised, trained interns and victim/witness coordinators as well as provided guidance to prosecutors on the operation of the Juvenile Justice system.

In her continuous pursuit for victims’ rights, she began serving as a review committee member for the Department of Defense Sexual assault Advocate Certification Program, a logical step to standardize sexual assault response to victims and professionalize victim advocacy roles of Sexual Assault Response Coordinators (SARC) and Sexual Assault Prevention and Response (SAPR) Victim Advocates (VA).

Since 2011, Ms. Neil began as Secretary for the 24th Police District’s Youth Aid Panel.  This program provides first-time juvenile offenders with an opportunity to appear before a panel of community volunteers, as opposed to a Juvenile Court Judge.

In 2012, Ms. Neil accepted an opportunity that allows her to further serve the Philadelphia community, not just has an advocate, but also as an educator.  In addition to her duties at the Philadelphia District Attorney’s Office, she is currently an Adjunct Instructor of Juvenile Justice and Delinquency at Harcum College.

In 2012, Ms. Neil was re-elected to serve as co-chair for the Philadelphia Coalition for Victims Advocacy (PCVA), a position she previously held from September 2009 to July 2011.

In 2014, Ms. Neil was elected to serve as Vice Chair for Helen O. Dickens Auxiliary.  The mission of this auxiliary is to meet the healthcare needs of the community by raising funds, furthering public relations, and providing funding for nursing scholarships to the students at the Dixon School of Nursing.

In 2016, Governor Tom Wolf of Pennsylvania appointed Ms. Neil as a member of the Pennsylvania Commission on Crime and Delinquency, Juvenile Justice and Delinquency Prevention Committee. This is the official juvenile justice planning, coordinating and policy – setting body for the commonwealth of Pennsylvania.

Mrs. Neil is also a committee member with the following organizations:

  1. Mayor’s Commission on African and Caribbean Immigrant Affairs
  2. Disproportionate Minority Contact Sub- Committee
  3. Abington Hospital Women’s Board
  4. Team Jamaica Bickle Philadelphia (Co- Chair)

Ms. Neil holds a Bachelor of Arts in Criminal Justice from Temple University and a Master of Theological Studies from Palmer Theological Seminary.
